I do not know if you have seen the British Council scholarship applications we receive some weeks ago from Hongkong, copies of which were sent on 25th January to Mr. Acheson? Amongst them is an application from Mr. Watt Hoi Kee, an engineer who in his statement says that he has already applied for an F.B.I. Apprenticeship

award.

I have consulted Fr. Jenkins of the Federation of British Industries as I wished to discover whether it is likely that Mr. Watt Hoi Kee will in fact be offered an F.B.I. award, and he tells me that the Federation is at present still waiting to hear from the Colonial (ffice on the subject of the F.B.I. Apprenticeships for Hongkong in general, and that they are unable to proceed with the scheme until they hear from you. I gathered from

r. Jenkins that if the scheme.does go forward this year it is quite possible that Mr. Watt Hoi Kee will receive an F.B.I. award, which we at the Council consider would pro- bably be more suitable for him than a British Council scholarship, particularly in view of the Secretary of State for the Colonies' circular relating to British Council scholarships which was sent out in May, 1945.

I shall be glad of any information you can give me which would help us in dealing with Mr. Watt Hoi Kee' application to the Council.
